The 9th Devolution Conference focused on human rights and social justice. The talks were not just academic. They were meant to empower counties to protect the rights of their citizens.

Discussions covered how to make every policy and budget decision fair. Leaders were urged to focus on the needs of the most vulnerable people.

Raila Odinga’s Message

Former Prime Minister Raila Odinga was a key speaker. He called for the national government to stop micromanaging counties. He said counties should be seen as hubs of innovation.

Odinga also told county assemblies to strengthen their oversight roles. He said this job should not be left to the Senate.

President Ruto’s Migori Tour

While the conference was happening, President William Ruto was on a tour. He was launching new projects in nearby Migori County. This showed the link between policy discussions and real-world action.

Ruto announced plans for development. These included building 15,000 affordable houses and 18 new markets. These projects are meant to create jobs and boost the local economy.

Major Pledges and Initiatives

The President made several key pledges in Migori. He said the government is on track to make Kenya a net exporter of sugar by 2027.

This will happen by supporting production, not just consumption. He also announced a new program for youth. It will provide a KSh 50,000 grant to young entrepreneurs.

The goal is to support over 100,000 young business owners. In healthcare, he stated that outpatient services at many hospitals are now free. This is part of a plan to make health a right for everyone.

Dialogue and Action

The events in Homa Bay and Migori showed two sides of devolution. The conference provided the ideas and policies. The presidential tour showed how those ideas can be put into action.

The day highlighted that devolution is both a process of dialogue and one of action. Both are needed for Kenya to achieve prosperity and fairness.
