The 9th Devolution Conference has officially started in Homa Bay County. President William Ruto opened the event with a strong message.
He pledged to fully transfer all remaining government functions to the counties. This commitment includes providing the necessary resources.
The goal is to solve long-standing funding and operational issues. This marks a new phase of accelerated implementation for devolution in Kenya.
Concrete Actions
To prove his commitment, President Ruto signed two important bills into law on the spot. These were the County Allocation of Revenue Bill, 2025, and the County Public Finance Laws (Amendment) Bill, 2023.
This move gives counties an immediate financial boost. It also provides them with the legal tools to carry out their duties.
Taking a Stand Against Corruption

The President also addressed the problem of corruption. He made it clear that no one would be protected from prosecution.
This firm stance on accountability aims to rebuild public trust. It aligns with the conference’s daily theme of „Good Governance.“
New Initiatives for Growth

During the conference, two major initiatives were launched. First, the Council of Governors Devolution Institute (COG-DI) was unveiled. This new institute will promote learning and research to improve county governance.
Second, the Model School Feeding Policy was introduced. This policy will provide a framework for counties to offer school meals.
It aims to increase coverage from 24% to 100% by 2032. The policy also has an economic benefit, supporting smallholder farmers.
A Platform for Dialogue
The conference has brought together many prominent leaders. They include governors, speakers from both houses of Parliament, and other key officials.
The event is a national platform for collaborative dialogue and problem-solving. It shows a commitment to making devolution work.
The remaining days will focus on human rights, social justice, and financing equity. The goal is to create actionable solutions that will improve governance and service delivery for all Kenyans.
